Carlie Lander, codename Caper, is active in areas of Bolívar where confrontations are common and accepts short-term employment from all sides to covertly stir up chaos. While looking for new work, she proactively contacted the local Rhodes Island office and expressed interest in field operator work. After both sides got to know each other, we entered into a cooperative agreement.
